Third-party plan review and independent fire protection peer review - Zari Consulting Group

Third-Party Plan Review and Independent Fire Protection Peer Review

Need an independent, third-party review of fire protection and life safety documents before submission—or to support an AHJ plan review process? Zari Consulting Group provides third-party plan review (also called peer review or independent design review) for commercial building projects nationwide.

We help AHJs and project teams identify code compliance gaps, coordination issues, and constructability risks early—reducing redesign cycles, RFIs, and late-stage surprises.

Who Third-Party Plan Review Is For

  • Authorities Having Jurisdiction (AHJs): when internal plan review capacity is limited or specialized expertise is required
  • Owners and developers: to de-risk permitting and reduce rework before issuing for bid or submitting for permit
  • Architects and MEP teams: to validate life-safety strategy, egress assumptions, and system interfaces
  • Contractors and specialty trades: to confirm design intent, testing expectations, and coordination requirements

What We Review

Our independent reviews are scoped to your project needs and commonly include:

  • Fire alarm design review (devices, notification, sequences, interfaces) — see fire alarm system design and testing
  • Fire sprinkler / suppression review (system approach, demand assumptions, key coordination points) — see fire suppression system design and testing
  • Smoke control review (basis of design, sequences, commissioning readiness) — see smoke control system design
  • Architectural life safety / egress review (occupancy, occupant loads, travel distance, exit capacity, diagrams)
  • Fire modeling / performance-based documentation (scope-dependent, reviewer-ready format)
  • Review of engineering judgments and supporting documentation provided by other firms (when applicable)

Typical Third-Party Review Deliverables

  • Reviewer-style comment letter with code references and clear action items
  • Markup notes on drawings (where helpful)
  • Key risk flags for coordination issues (interfaces, sequences, constructability)
  • Pre-submittal readiness checklist to reduce plan-check cycles
  • Meeting support with stakeholders (optional) to resolve comments efficiently

Our goal is not to “redline everything.” It’s to provide a practical, defensible path to approval and implementation.

Third-Party Plan Review FAQ

What is third-party plan review?

Third-party plan review is an independent review of design documents for code compliance, coordination, and constructability. It is often used when AHJs or project teams need additional capacity or specialized expertise.

Is third-party plan review the same as peer review?

Yes. “Peer review,” “independent design review,” and “third-party plan review” are commonly used interchangeably. The deliverable is typically a reviewer-style comment letter and/or marked-up documents.

Do you work directly with AHJs?

Yes, when requested. We can support AHJ-facing documentation and help clarify technical issues so requirements and resolutions are clearly documented.

What systems can you review?

We review fire alarm, sprinkler/suppression, smoke control, and architectural life-safety/egress documentation, as well as supporting analyses such as modeling or engineering judgments when applicable.

What do you need to start a review?

Typically: current drawings (PDF), project scope and occupancy/use, applicable jurisdiction/AHJ, any previous plan-check comments, and any narratives or sequences already drafted.

Can you do a fast-turn review before permit submission?

Often, yes—scope and schedule dependent. A targeted pre-submittal review can catch common issues early and reduce resubmittals.

Does a third-party review replace the AHJ plan check?

No. AHJs make final determinations. A third-party review helps improve submittal quality and reduce the likelihood of avoidable comments or late-stage redesign.

Can you review alternate means and methods or engineering judgments?

Yes. We can review alternate compliance documentation and engineering judgments, and we can also provide engineering judgments as appropriate for the project and jurisdiction.
